While police brutality is a big problem in America, there is possibly a bigger problem: having no police at all. This would create a power vacuum and likely lead to either mob rule (with more rioting, looting and theft), martial law or a new kind of force to "keep the order" which could mean national or international police. If the latter, this would mean new police that are entirely disconnected from the community they are policing and its needs.
