Agenda 21 is the United Nations plan for global domination under the green mask of "smart" growth and sustainability. To implement it worldwide, the UN formed ICLEI (International Council for Local Environmental Initiatives). ICLEI functions as an unelected parallel government, breaking jurisdictional boundaries while giving the illusion of local control. This is yet again another form of communitarianism or collectivism, where the assumed, abstract priorities of the group are elevated over the real needs of the individual – in direct violation of the US Constitution and the enshrinement of individual rights.
